Downstream Ammonia Facilities: Increased revenues through a number of safety, reliability, integrity and cost reduction initiatives:

- Ammonia Plant Construction, commissioning & start-up – Develop, implement & monitor Quality Assurance programs for accepting from EPC, mechanical & piping, columns & drums, process and rotating equipment, and condition monitoring programs
- Design and modifications of approximately 5 Km of insulation and support systems on Ammonia loading lines (liquid (20”) & vapor ( 8”) from multinational, joint venture Ammonia plant to Pt. Lisa Port loading arms. The result being more rigorous structural integrity to dynamic loading forces and earth movement and better insulation properties resulting in about 8% -10% increase in final product and effectively increased revenue.
- Extensive modification and upgrade works to the CO2 Removal System to address the problems of capacity, foaming, and carryover, as well as modification and upgrade works to the Seal Gas Filtration System to prevent dry gas seal failure on the major turbo machinery.
- Successful execution of over fifty Capital Development Projects after Ammonia plant commissioning/start-up/construction. All projects had a payback period of less than two years and were completed on time, within plus or minus 5% of the budgeted cost and above the company’s benchmark.

Upstream Exploration & Production Offshore Facilities: Compression System increases oil production. Asset Integrity & Process Safety upgrades & modifications increases safety and reliability of assets.

- Offshore Surface Safety System Integrity Project: TSP field - develop gap analysis, FEED, detailed engineering and installation of for fire & gas detection, suppression & controls incl Fire Water Pumps; SIS/SIL studies; ESD survey & ESD upgrade and Quantitative Risk Assessments (QRAs).
- Delivered major overhaul and upgrade on Compression Trains A& B, inclusive of upgrade to FT125 control system; Gas Generator Unit upgraded to a Rolls Royce - Avon 200; Power Turbine & Sulzar Compressor rebuild and mods to all ancillary equipment – stacks, cooling fans, process piping; commissioning & start-up. For this multinational integrated oil and gas company the result was increasing production from this field by being able to inject compressed gas for oil recovery which was dormant for 2 years under the former multinational from which the assets were bought.
- Piping Integrity Management System – develop/implement subsea in-field, inter-field, topside and export pipelines - replacement options, capital spares, emergency response (topside & subsea) of the two sub sea export lines (16”& 18”) approx 42Km long from TSP to Galeota. Riser Inspections using the Guided Ultrasonic Long Wave Technology.
- Project Management and execution of all major maintenance & project works under the NGC Space & Services Agreement inclusive of 24” Shut-Down Valves change-out project on the 24” Gas-line network, and Pig Traps modification across Teak & Poui Fields

Midstream LNG Organization: Transformation of organizational culture and achieving business excellence.

This joint venture of national & multinational organization was able to achieve business excellence through the design and implementation of an integrated business management system with supporting, standards, systems & processes: - Received Atlantic’s CEO Sustainability Award in 2013 for leading the implementation of the Asset Integrity Management Standard (AIMS) - Instrumental in Atlantic attaining the 1st place ranking in the National Facilities Integrity Audit in 2016 which was conducted across 30 of the major Energy Companies. - Built sustainable bench strength (people) in Asset Integrity, Process Safety Management (AI/PSM) and Quality Management at Atlantic. - Led the development, implementation and embedment of the Atlantic Management System and growing a culture of CI. - Embed & Sustain the Risk Based Inspection (RBI) program in accordance with organizational policies and standards ensuring efficient Corrosion Management. - Oversaw the execution of the MAR (Major Accident Risk) and S&OI (Safety & Operational Integrity) action plans and provided feedback to leadership on effectiveness of Risk reduction . - Completed Re- Hazops of LNG Trains 1 – 3 and ensured that all High & Medium Risk findings were adequately addressed in a timely manner. Ensured that the Asset Integrity and Process Safety requirements were included in all projects.

A Multinational integrated energy company extends the life of its assets to facilitate new revenue generating projects & expands its Technology Foundation

- Lead a organizations company Focused Asset Integrity Reviews – Life Extension (FAIR – LE) studies for three offshore and two onshore assets, allocating recommendations to Business Plans and the Asset Reference Plan, in preparation for future growth projects in current leases as well as cross-border and over border opportunities to achieve growth.
- Developed Decommissioning & Restoration governance & reduced liability by US$480M for its T&T Upstream Assets.
- Successfully lead the first major Causal Learning (CL) incident investigation for the asset and used the opportunity to start building bench strength in this methodology, expanding this skill to the frontline. - Delivered100% NEBOSH Process Safety Management Certification of 75% front line staff in 18 months.
- Delivered 100% successful Asset Integrity/Process Safety Line of Defense (LOD) Levels 1&2 audits across all sites, full engagement with site leadership in Process Safety Fundamentals, and key Asset management System (AMS) elements like Ensure Safe Production (ESP), Manage Equipment Care (MEC), Manage Abandonment (MA) and operating integrity processes. - As part of the organization's global pilot implementation of a smart digital twin solution, successfully managed Drafting Team to update all outstanding redlined P&IDs from MoCs resident in the legacy and current organization's tools, introducing an evergreen process.

Mr. Ramrattan has significant Operations Readiness & Assurance experience in construction, commissioning and startup of Ammonia facilities. As the Lead Field Engineer Mechanical he provided project engineering leadership for capital projects; strategic budgetary planning & development; technical & supervisory support & advice; asset & contract management & reliability based programs and contract management and developed Operations Readiness & Assurance plans. His major accomplishments included achieving cost saving of approximately US$1M operation & maintenance costs on the cooling tower fans during its first two years of operation as a direct consequence of condition monitoring program; leading plant reliability and availability through successfully executing over fifty Capital Development Projects (US$0.25M – US$1.5M) with positive NPVs, a payback of less than two years, completed on time and within +/- 5% of the budgeted cost and above the company’s benchmark; driving an increase in plant availability by upgrading the CO2 Removal System resulting in improved capacity, reduced foaming & upgrading the Seal Gas Filtration System to prevent dry gas seal failure on the major turbo machinery, ensuring operations readiness and efficient commissioning and startup and handover to operations. During my tenure as his supervisor, Mr Ramrattan received the CEO’s Sustainability Award in HSSE & Asset Integrity at Atlantic LNG in 2014 for leading the implementation of the Asset Integrity Management Standard & System (AIMS) for the Atlantic LNG Assets & Organization during the period 2011--2014. He followed this with the design, development, and implementation of the integrated Atlantic Management System (AMS) from 2014--2017, including a Quality Management Framework with six sigma green belt tools, techniques and methodologies, SCRUM and AGILE methodologies in project management and a host of other cost reduction and process optimization initiatives. Some of these included driving improvement in process optimization and efficiency through the development of the AMS Connect portal to access critical documentation in three clicks, implementing AIMS risk reduction strategies and action, delivered over 2 years, and saving US$1.0M. He also delivered continuous improvement and risk reduction successes through the extension of pressure safety valve (PSV) test frequency with an annual savings of US$290K and implemented of the Management of Change e-tool, to reduce time by 90%, thus saving US$455K. These efforts resulted in Atlantic LNG achieving a #1 ranking and best in class of 30 Energy sector organizations for the most embedded & sustainable Asset Integrity Management System determined through the National Facility Integrity Audit commissioned by the Ministry of Energy and Energy Industries of Trinidad and Tobago. Due to his commitment to excellence and productivity demonstrated by these successful implementation efforts, Mr Ramrattan received an outstanding performance award from Shell Trinidad and Tobago Ltd in 2015.

I have known Mr. Ramrattan over 20 years, when he was working at Repsol E&P T&T Ltd as the Head of Maintenance and Integrity. We met at the MEEI when Haresh together with his team was presenting the case for his company to get approval to start drilling operations offshore on the Teak Samaan and Poui oil fields. This included providing proof and justification of the structural integrity and fit for use of the offshore underwater jackets and topsides of the platform to take the modular rig that would be required to drill the wells for oil production. Mr. Ramrattan has been the single point contact for Asset Integrity and Process Safety during his time at Repsol E&P TT, Atlantic LNG and Shell TT. At Repsol all the MEEI HSSE visits and follow up on action closures were coordinated with him. When major modifications and repairs were required to the TSP assets, for example the Teak E underwater jacket repairs, Haresh would have worked with the Certification & Verification Agent (CVA) engaged on behalf of the MEEI to ensure that all the design and repair specifications, international standards and local regulations were met in completing the scope of works. My association continued with Mr. Ramrattan through the MEEI when he went as a Repsol secondee to work at Atlantic LNG in the capacity of Integrity Management Manager, with the mandate to implement the bp global IM Standard branded as Atlantic’s Asset Integrity Management System. Mr. Ramrattan and his team received the CEO Sustainability Award – HSSE & Asset Integrity for leading the implementation of the Asset Integrity Management Standard & System for the Atlantic LNG Assets & Organization. In particular I have worked with Mr. Ramrattan through my team at the MEEI and our consultant DNV during the commissioning of the national Facilities Integrity Audit (NFIA) in 2015 – 2016. Atlantic LNG was one of the midstream organizations audited. Haresh was again awarded for Outstanding Performance for the year 2015 as a Shell secondee at Atlantic LNG for achieving a #1 ranking and best in class of the 30 Energy sector organizations for most embedded & sustainable Asset Integrity Management System determined through the NFIA. When Haresh enrolled to do his Doctoral Degree in Business Administration (DBA) and particularly the research study for his thesis and he approached the MEEI, I approved the data received from this audit to him with the MEEI to be used in his research that he was conducting. His research focused on “exploring a framework to sustain asset integrity management for the Trinidad & Tobago Energy Sector organizations,” since I truly believe that his work on this research would bring the focus of Asset Integrity Management (AIM) to the front and have a significant impact on the development of the National Policy in AIM.

When Mr. Ramrattan left Shell in 2021, he made an investment in AOCL as the company was doing a cash call and needed additional investors. In June 2022 haresh was formally appointed as a Director to the board of AOCL as he possessed significant experience and skills working in the oil and gas and petrochemical industry with both national and multinational organizations. At the same time the Operations Leadership Team was formed and I brought Haresh on board because of his specialty in Leadership, Field Operations, Asset Integrity and Process Safety. Mr. Ramrattan was responsible for revitalizing all the receiving, collection, sales and custody transfer equipment and associated piping and control utilities that the company leased to effect the sale of their crude to Heritage. In doing this he had to obtain all the approvals from the MEEI. With his wide and long experience, expertise and skills in Asset Integrity & Process Safety Management Haresh was highly competent and able to execute this scope of work in line with all the international standards and local regulations and obtain the required approvals of the MEEI before the Sales Agreement with Heritage was effected. I have not regretted one minute of appointing him since Mr. Ramrattan is a very committed, highly skilled, and competent person in his areas of specialization and general work ethics. I think I am highly experienced in making judgment about qualifications of experienced professional Engineering Managers and Researchers and therefore of evaluating Mr. Ramrattan in comparison with many others having similar technical and cultural backgrounds. Mr. Ramrattan’s expertise was called upon when Shell T&T decided to develop the upstream assets, they purchased from BGTT. In 2017 he moved to these assets as the Asset Integrity Manager, then Process Technical Safety Manager. His mandate was to provide leadership, direction & business alignment to Asset Operations, Engineering, Maintenance & Production in delivering Asset Integrity, Process Safety (AI/PS) Management ensuring delivery of safe operations whilst supporting the growth agenda and delivery of late life strategies, decommissioning & restoration (D&R), corrosion management and Ensure Safe Production. He catalyzed future growth projects: Barracuda, Colibri, etc. by project managing Focused Asset Integrity Reviews – Life Extension, saving more than US$1M. He drove reliability and learning by leading the first major Causal Learning (CL) investigation & he built bench strength of frontline. He led critical documentation project particularly of Process Safety Information and implementation of the organization’s digitization strategy as part of the team involved in building and implementing a digital twin.

I first met Mr. Ramrattan in 2012 where we both started our doctoral degree at the Arthur Lok Jack Global School of Business. At that time, he was the Integrity Management Manager at Atlantic LNG. Our relationship since then has grown from very cordial and professional to becoming good friends and professional colleagues over the las 13 years. Haresh graduated from the University of the West Indies, with BSc (Hons) in Mechanical Engineering in 1987, gaining valuable experience with multinational organizations across the energy value chain, from technical front line to Senior Leadership. He obtained significant Operations Readiness & Assurance experience - construction, commissioning and startup of Point Lisas Nitrogen’s US$1B Ammonia facilities, while completing his Warwick Master’s in Business Administration (MBA) in 2001. He developed Construction and Project Management expertise as Head of Maintenance & Integrity at Repsol T&T Ltd, receiving an outstanding performance award as Head of Construction for preparing the Teak Bravo offshore platform to launch drilling program within 9 months of joining company in capacity of Head - Maintenance & Integrity in 2006. Haresh decide to pursue his certification in Project Management and was subsequently awarded the Project Management Certification in 2009 from the Project Management Institute, maintaining this certification consistently. Haresh grew tremendous experience in Asset Integrity, Process Safety, Reliability and Project Management since his initial position as the Refinery & Senior Maintenance Engineer in Caroni (1975) Limited from 1990 – 1997 to his current role as Director and Field Operations Leader at Advance Oil Company Ltd in 2025 which is more than 35 years. This has made him exceptionally proficient in these areas. During this time Haresh kept up to date in trends, technology and new approaches in his field by engaging in training and development and attending relevant conferences and Seminars. In 2018 he obtained his HSE Certification in Process Safety Management from NEBOSH. To strengthen his competency and capability to deliver on his accountabilities for the roles he held, Mr. Ramrattan completed numerous courses in Project Management from 2012 – 2021 including project cycle management, result based monitoring and evaluation, project appraisal and selection, project cost and schedule management, Scrum and agile management methodologies, Shell CSU (Commissioning & Start Up) in Projects and Shell OR (Operations Readiness) in Projects. Similarly for the implementation of the Asset Integrity Management Standard, the Atlantic Management System at Atlantic LNG to develop his skills in quality management, continuous improvement and process optimization he obtained his certification as a Six Sigma Green Belt practitioner in 2017.

During his Doctoral Studies (DBA) from 2012 to 2024, which he undertook part time while he was employed full time as an Engineering Manager, in the Oil and Gas Sector. Mr. Ramrattan worked on a five-year research study for his dissertation at the Arthur Lok Jack Global School of Business (ALJ GSB) of which I was the Chief Supervisor. Specifically, he worked on a research problem of great value and of current interest within the academic and professional community, and provided a unique contribution that is of great value to the Energy Sector locally in his country of Trinidad and Tobago and is also very applicable to Small Island Developing states as well as global countries like the United States. His thesis focused on “exploring a sustainable framework to Sustain Asset Integrity Management for the Trinidad and Tobago Energy Sector Organizations.” He proved to be a highly talented, productive and experienced professional and researcher within the field of Asset Integrity and Process Safety Management for industrial applications particularly in the Energy, Oil & Gas and Heavy Industrial Sectors. Furthermore, during his Doctoral Studies (DBA) in this project, he has made contributions of original and great scientific significance which resulted in the development of a Conceptual Framework and methodology for assessing the strength of a company’s management system, how well Asset Integrity Management is integrated into it, the critical success factors for implementation of this AIM framework and the major factors for sustaining such an AIM framework. The research that Haresh conducted examined the necessary requirements for the sustenance of the integrity of assets in Trinidad and Tobago’s Energy Sector. This is important since its contribution to GDP in 2023 was 38%, making it the major revenue provider to that nation’s government. The purpose of this research was to mitigate, reduce or prevent the likelihood of major industrial accidents that could result in significant or catastrophic asset or environmental damage, or fatalities. It could influence a national Asset Integrity Management (AIM) policy or Framework, fit for use and Sustainable to implement in Trinidad and Tobago Energy Sector Organizations. Through the AIM models and frameworks, derived from research work completed, reviewing and assessing those published by global oil and gas governance bodies and those implemented by international oil corporations and national oil corporations he was able to develop a fit for use conceptual AIM Framework that could be implemented in the local Energy Sector of Trinidad & Tobago. This framework was validated fit for use through surveys and interviews of persons in the energy sector at various positions in the company from front line practicioners to executive leadership. These persons also had a range of experiences in the Energy Sector from five years to more than twenty five years.
